The Scheme was announced in the Budget and is being introduced by the Secretary of State to boost car sales. The Scheme launched on 18 May 2009.
The Scheme will apply to Vehicles delivered under the Scheme between 18 May 2009 and 28 February 2010, unless the fixed budget for the Scheme runs out sooner. The total funding which shall be available for the Scheme is £300,000,000, equivalent to 300,000 cars.
When an owner surrenders an old vehicle they will receive at least £2,000 less than the On the Road Price of that Vehicle.
The Scheme is to be co-funded with manufacturers and dealers; the Government will pay £1,000 towards the cost of a Vehicle, with the vehicle manufacturer/dealer paying the remaining £1,000 of the Scheme Incentive.
Vehicle manufacturers are required to offer the incentive for every model and variant of passenger car (M1) or Light Commercial Vehicle not exceeding 3.5 tonnes (N1 class 1) which they sell in the UK.
The rules of the vehicle discount scheme
The vehicle that is traded in and the new vehicle sold must meet certain conditions to be eligible for the discount.
The Trade In
The vehicle being traded in must:
- be a car or small van weighing up to and including 3,500 kilograms (kg)
- be first registered in the United Kingdom on or before 31 August 1999
- be registered with the DVLA in the name of the individual buying the new car
- have been registered in the same individual’s name continuously for 12 months before the order date of the new vehicle
- have a UK address on the registration certificate (V5C)
- have a current MOT test certificate before date of order for the new vehicle. The vehicle must be destroyed no more than 2 weeks following the expiry of the MoT
- must be clear of any finance
- not have been previously written off
The new vehicle
The new vehicle being sold must be:
- a car or small van weighing up to and including 3,500 kg
- first registered in the UK on or after the start of the scheme (18th May 2009) to the same named Keeper and address of the Old Vehicle.
- declared new at first registration in the UK with no former keepers

2) Personal financed deals are covered, together with Motability when registered in Customer's name.
